Size and format

• 35 x 45mm (600 x 750px for digital uploads)
• Colour photo, recent (taken within the last month)
• High resolution, no pixelation or blurring

Background

The background must be plain, light grey or cream, with no patterns, objects or other people. Shadows on the background are not allowed.

Expression and pose

• Neutral expression — mouth closed, no smiling
• Eyes open and visible, looking directly at the camera
• Face centred and not tilted
• No glasses (since 2018, glasses are not permitted for adults)
• Nothing covering your face — hats and head coverings are only allowed for religious or medical reasons

What is an IDPC code?

When you apply for a UK passport online, GOV.UK asks for an IDPC (Digital Photo Check) code instead of uploading a photo file directly. This code is generated by an approved photo provider and confirms your photo meets HMPO requirements.

Common rejection reasons

Digital (online) vs postal applications

Most UK passport applicants now apply online via GOV.UK, which uses the IDPC (Digital Photo Check) system — you enter a code instead of uploading a photo file. Every Smart Passport Photo UK order includes this code.

If you're applying by post (for example, for a first child passport or in certain exceptional circumstances), you'll need two identical printed photos, one of which must be signed on the back by a 'counter-signatory' who can confirm your identity. DVLA driving licence photos

The DVLA accepts the same 35×45mm photo specification as HMPO for provisional and full driving licence applications, with the same background, expression and glasses rules. If you're applying for both a passport and a driving licence, one photo session covers both — just select the driving licence option when you upload to get a file formatted for the DVLA's online service.

What's changed for 2026

HMPO's core photo specification (35×45mm, light grey or cream background, neutral expression, no glasses) has been stable for several years, but the agency periodically tightens automated checks on the GOV.UK photo upload and IDPC systems — for example, stricter detection of shadows, low resolution, and head position. Photos that may have passed a manual check at a photo booth a few years ago can now be flagged automatically.
